Kürzlich hat das VBS ein Video aufgenommen: „Wir sind das VBS, heisst es. Man sieht entschlossene Frauen, Männer, Pferde, Hunde.
2 Minuten dauert das Video. Am Ende hat man ein wohliges Gefühl. Die 12’500 Angestellten (plus Tiere) beschützen uns, denn sie beherrschen alles:
Sie fliegen, schiessen, klären auf, programmieren oder stehen heroisch herum.
Schön, wenn es so wäre. Doch ohne Externe läuft im Hause Martin Pfisters wenig bis gar nichts. Mitte August wurde bekannt, dass die Firma Eraneos vom VBS einen freihändig vergebenen Auftrag erhielt.
Umfang: 2,7 Millionen Franken. Die Berater springen dann ein, wenn von den 12’500 Militärs Personalmangel besteht.
Im Behördensprech: „(Um) während Spitzenbelastungen personellen Ressourcenengpässen in den Bereichen Gesamtprojektleitung, Teilprojektleitung und Backoffice flexibel zu begegnen (…)“.
Eraneos ist in der breiten Öffentlichkeit unbekannt. Für die Bundesverwaltung ist die 1’200-Mann-Bude ein unverzichtbarer Partner.
300 Millionen Euro Umsatz machen die Berater in der Schweiz, EU und den USA. Der Hauptsitz ist Zürich-Oerlikon.
Das Büro in Bern befindet sich 500 Meter von der Bundesverwaltung entfernt. Das ist praktisch. Auf die Frage, ob das VBS sonst noch mit Eraneos zusammen arbeitet, klingt es schwammig von der Medienstelle:
„(…) es ist möglich, dass Eraneos weitere Aufträge erhalten hat oder künftig erhalten wird“. Ein Beispiel wird dann doch genannt: die Taskforce Drohnen.
Die Flugobjekte sind ein Musterexempel der VBS-Effizienz. Vor über drei Jahren hat der damalige Armeechef Thomas Süssli die Aufrüstung der Schweizer Armee mit Drohnen verkündet.
Noch immer hat man keine bewaffnete Drohnen oder solche, die mit Störsender gegnerische Systeme lahmlegen könnten.
Solche Drohnen mit Wirkung sind seit Langem das Ziel und der Auftrag. In zwei Jahren soll es ein Drohnenbataillon geben und eine eigene Rekrutenschule. Ob das klappt, scheint unwahrscheinlich.
Es fehlt momentan an allem: an Drohnen, Ausbildner, Kasernen, rechtlicher Grundlage. Im Mai dieses Jahres glückte immerhin der erste Feldversuch.
Unsere Soldaten zerstörten einen grünen Ballon mit einer Drohne. Aus 5 Meter Distanz. Das SRF durfte zuschauen.
Damit es klappte, wurde der Ballon an einem Panzer befestigt, der sich nicht bewegte. Zur gleichen Zeit bekriegen sich die Ukraine und Russland mit autonom fliegenden Drohnen, die mit KI und Linse Angriffe auf fahrende Panzer oder LKW durchführen.
Die Schweiz droht mit ihren Ballontreffern ins absolute militärische Hinterland zu geraten. Ob die teuren Berater da etwas ausrichten können? Im Militär kennt man zumindest den Fachjargon dazu: VBA – Versuch, beschäftigt auszusehen.

Das VBS kann es einfach nicht, schade um die Milliarden, welche jedes Jahr unnütz verbrannt werden.

Schade? Es ist ein absoluter Skandal. Jedes Projekt kostet dreimal mehr, währenddem keinerlei modernes und taugliches Abwehrmaterial in Sicht ist. Der Geldhahn sollte zuerst einmal ganz zugedreht werden, bis der Beweis erbracht werden kann, dass diese komplett unfähige Truppe 1+1 zusammenzählen kann.

Dieses, im Volksmund als Saftladen betitelte Geflecht, kann sicht nie und nimmer von Innen aus dem selbsterschaffenen Sumpf befreien.
Jetzt müssen klare und öffentliche Vorgaben sowie permanente Kontrollen installiert werden.
Und das OHNE politische Beteiligung.

Look at the author’s own link before you read his conclusion.
It goes to simap.ch. That is the Confederation’s official procurement platform, and the award notice sitting on it was put there by the VBS itself, naming the supplier, the amount and the reason.
Nobody leaked this. Nobody uncovered it. The Department published its own paperwork, because Swiss federal law obliges it to, and a journalist read the page.
That is the headline this article should have carried.
We are a Washington firm and we read a great many defence ministries. Very few of them publish a direct award of this size on a public website with the justification attached, in a searchable database, for any citizen or any competitor to open.
Bern does. It did here. Start the argument from that fact, not against it.

Without tender is not the same as without rules.
Article 21 of the federal procurement act permits a direct award above the threshold only where one of the statutory exceptions is met. The awarding body must publish the contract on simap.ch with its grounds. The Federal Administrative Court reads those exceptions narrowly, and has repeatedly refused to let a follow-on award be used to walk around a tender.
Then the part this page has not mentioned. Publication opens an appeal. Any competitor who believes the direct award was unlawful can challenge it, in a real court, on a short clock.
The window has been open since mid-August.
So far nobody in the consulting market, which is not a shy industry, has gone to that court. That is evidence, and it points the other way.

Now the arithmetic the headline avoids.
CHF 2.7 MM, set against an army message for 2026 of roughly CHF 3.4 B. That is under one tenth of one percent of a single year’s programme.
What was bought is surge capacity in overall project management, sub-project management and back office during peak load. Every serious defence ministry on earth buys exactly that, for one reason: you cannot hire permanent officers for a workload that spikes and then disappears, and if you try, the taxpayer pays for the trough as well as the peak.
The alternative to buying it is not saving CHF 2.7 MM. The alternative is a programme that slips, and a slipped programme in air defence is measured in years, not francs.
Judge the price against the deliverable, which is the standard the author would apply to any bank on this site.

A defence ministry hiring an unknown consultancy is a fair question, so we ran it on the open register rather than guessing.
Eraneos is the current name of AWK Group, a Swiss engineering and technology consultancy long established in Zurich. It combined in 2021 and 2022 with Ginkgo Management Consulting of Germany and Quint of the Netherlands. It is partner owned. Head office Zurich Oerlikon. Switzerland is its single largest market and holds the largest share of its consultants.
Swiss company, Swiss head office, Swiss majority of staff, German and Dutch partners. No non-European owner, investor or controlling interest appears anywhere on the public record.
We looked for one before writing this. It is not there. Say so plainly, because a rumour left unanswered does more damage to a defence programme than a critical article ever will.

On the drones the author is right, and we will not pretend otherwise.
Switzerland has no armed drones and no effector drones in service. The drone battalion and its own recruit school are a plan, not a unit. Instructors, barracks and the legal basis are all still being built. That is a real gap and it is late.
The army has said so itself. Its own drone and robotics command has conceded publicly that there are armies further along than this one and that the step is overdue.
Defending Switzerland does not mean pretending.
But mocking a first field trial is the wrong target. Every capability on earth starts against a fixed target at short range, because that is how you prove the chain works before you risk anything moving. Ridiculing the first trial is ridiculing the fact that they have finally started.

The competence centre for drones and robotics has existed since July 2023.
The army message presented at Thun on 26 March 2026 runs to roughly CHF 3.4 B: about CHF 2.4 B armament, CHF 394 MM for the F-35A, CHF 562 MM real estate.
Inside it sits a deployable modular counter mini drone system, sensors, jammers and lasers, extensible with interceptor drones, at around CHF 70 MM, fielded from 2028. The short range effector comes from Rheinmetall Air Defence in Zurich Oerlikon. Two further IRIS-T SLM fire units come through the European Sky Shield Initiative, near CHF 1 B, delivered from 2028.
None of that is in the article. All of it is public, dated and Swiss.
A country that publishes its gaps and then funds them is not a country in decline.

Unsere Armee würde im Kriegsfall zwischen 25 und 38 Minuten überleben. Keine Strategie, keine modernen Systeme, unfähiges Personal. Man setzt auf komplett überteuerte und nicht einsatzfähige Kampfflugzeuge uns israelische (…) Drohnen, welche nie geliefert werden. Nur zum Vergleich: Ukraine und Russland produzieren aktuell zwischen 600’000 und 700’000 Drohnen – pro Monat. Vielleicht sollten wir einfach unsere Neutralität in der Verfassung verankern…
